Dead servers, no updates, or pay-to-win gated progression.

F2P MMORPGs in 2026 are in a weird spot — the genre is healthier than it's been in a decade, but the gap between the top 3 and everything else has never been wider. Throne and Liberty launched in late 2024 and became the first F2P MMO with truly current-gen visuals. Lost Ark is back to a healthy population after the 2023 controversy. Path of Exile 2 took the genre's complexity crown. And then there's a long tail of legacy games that are technically F2P but running on fumes.

This list ranks 18 of them, from the genre-defining S-tier to the abandoned-server F-tier.

Methodology

I ranked these on five criteria, weighted equally:

  1. Population — Active concurrent players in

the last 30 days (Steam Charts where available, in-game population indicators elsewhere).

  1. Live-service cadence — Patch frequency,

developer responsiveness, content roadmap.

  1. F2P accessibility — Can a new player

realistically reach endgame without paying? Are paid items cosmetic-only or pay-to-win?

  1. Combat feel — The moment-to-moment

gameplay loop. Action combat > tab-target in 2026, but tab-target is fine if it's polished.

  1. Endgame depth — How many hours of

meaningful progression exist at the level cap?

I deliberately excluded:

  • Buy-to-play MMOs (FFXIV, ESO, GW2 was

buy-to-play at launch but is F2P now)

  • Subscription MMOs (WoW, EQ, FFXIV)
  • Sandbox survival MMOs (Rust, ARK — those

are covered in a different tier list)

  • Korean grinders with no English servers

(most of the legacy Flyff/Ragnarok clones)

S-Tier: Genre-defining

Throne and Liberty

Amazon's 2024 launch was messy, but the 2026 version is the best F2P action-MMO on PC. The open-world PvP events (Castle Sieges, War of the Roses) are the best MMO PvP since GW2's World vs World. The action combat is responsive. The dynamic weather system affects PvP outcomes (a thunderstorm can wipe a raid). Population is 50-80k concurrent on Steam, which is huge for an MMO. The only real downside: the gear grind at endgame is Korean-grindy (200+ hours to reach the top tier).

Lost Ark

Lost Ark's 2026 version is the game Smilegate should have shipped in 2022. The bot problem is solved (5+ waves of ban waves, real-name verification in KR). The endgame has 6 difficulty tiers per raid. The F2P model is genuinely fair if you commit to one character (you can hit the endgame without spending). Population is 25-40k concurrent. The only real downside: PvP is dead in the West (it's still active in Korea).

Path of Exile 2

Path of Exile 2 took the crown from Diablo 4 in the ARPG-as-MMO space. The campaign is enormous (3 acts, 100+ hours). The endgame Atlas system is the best in the genre. The trade economy is player-driven and not pay-to-win. The only real downside: the campaign requires a 60+ hour commitment before you reach the actual game (the Atlas).

A-Tier: Excellent with flaws

Diablo Immortal

Controversial at launch, much better in 2026. The microtransactions are still aggressive, but the F2P player can hit max rank and do 90% of the endgame content without paying. The combat is the best on mobile, and the PC version is a legitimate competitor to Diablo 4. Population is steady at 15-20k concurrent. The only real downside: the Eternal Realm PvP is still pay-to-win at the top ranks.

Guild Wars 2

GW2 went F2P in 2022 and it's the best decision ArenaNet ever made. The base game is the best F2P MMO on the market. The expansion content (Heart of Thorns, Path of Fire, End of Dragons, Secrets of the Obscure, Janthir Wilds) is paid. The horizontal progression model means you never "fall behind" — you can return after a year and the game is the same. The only real downside: population has been declining since 2023, and the newest expansion (Janthir Wilds, 2024) was a content-light letdown.

Old School RuneScape

OSRS is the best F2P MMO for players who want a single-player experience in an MMO wrapper. The grind is the point. The community is the best in the genre. Jagex's content cadence is excellent (a new major update every 3 months, weekly polls on smaller changes). Population is 80-120k concurrent on the OSRS client. The only real downside: the F2P experience is limited to about 30% of the world map and a few skills. Members-only is where the real game is.

RuneScape 3

RuneScape 3 is OSRS's older sibling and the better-looking, worse-playing game. The MTX situation is the worst in the genre (Treasure Hunter, Solomon's Store, Yak Tracks). The F2P experience is generous (more than OSRS) but the FOMO is exhausting. Population is 30-50k concurrent. The only real downside: the microtransactions are inescapable.

B-Tier: Strong foundation, thin support

Star Wars: The Old Republic

SWTOR is the best story-driven MMO on the market. The 8 class stories are genuinely excellent (the Sith Warrior story is one of the best KOTOR-era Star Wars content ever made). The endgame has been in maintenance mode since 2022, with one major update per year. Population is small but loyal (5-10k concurrent). The only real downside: the endgame grind is tedious without a guild.

ArcheAge

ArcheAge is the best sandbox MMO on the market, but it's also the most pay-to-win. The labor system is brilliant (player-built farms, trade runs, naval combat). The F2P experience is limited — you can't place land claims or do trade runs without spending. Population is 10-15k concurrent. The only real downside: the Korean publisher keeps adding more pay-to-convenience items.

Neverwinter

Neverwinter is the best D&D-based F2P MMO on the market. The combat is action-paced (not tab-target). The campaigns are based on actual D&D modules. The F2P model is fair (you can hit the level cap without spending). Population is 8-12k concurrent. The only real downside: the endgame is grind-heavy and the PvP is dead.

Black Desert Online

BDO is the best character creator in any MMO, and the action combat is the best in the tab-target space. The lifeskilling system is genuinely deep. The F2P model is predatory (you can technically play for free, but you'll spend $30 on convenience items within a month). Population is 15-25k concurrent. The only real downside: the grind is real, and the PvP scene is Korea- dominated.

C-Tier: Solid but dated

Blade & Soul

B&S has the best martial-arts combat in any MMO — it's the closest a tab-target MMO has come to action combat. The story is well-written (especially the first 30 levels). The F2P model is fair. Population is 8-12k concurrent on the Western servers (the Korean servers are larger). The only real downside: the grind from 30-50 is brutal, and the endgame is thin.

Aion

Aion was the best Korean MMO in 2010. In 2026, it's a legacy game with a small but loyal Western community. The flight combat is unique (you can actually fly, not just glide). The F2P model is fair. Population is 3-5k concurrent. The only real downside: the servers are quiet, and the endgame is dated.

Flyff Universe

Flyff Universe is the best F2P MMO for casual players. The flying system is the simplest in the genre (you fly at level 20). The job system is approachable (4 classes, 30+ specializations). The F2P model is genuinely free — the cash shop is cosmetic-only. Population is 5-8k concurrent. The only real downside: the endgame is thin and the PvP scene is small.

Path of Exile

PoE1 is still the best ARPG-as-MMO in the non-sequel category. The campaign is excellent. The Atlas endgame is the deepest in the genre. The trade economy is player-driven. The F2P model is genuinely free (the $30 stash tabs are the only recommended purchase). Population is 100-150k concurrent at league launch, 30-50k between leagues. The only real downside: PoE2 exists, and most of the dev attention has shifted there.

D-Tier: Niche or in maintenance mode

Ragnarok Online

RO is the best F2P MMO for anime fans, but it's also the most dated. The 2D sprite art is iconic. The job tree is the deepest in the genre. The community is excellent. Population is 5-8k concurrent across all servers (Gravity runs 5+ regional servers). The only real downside: the game hasn't had a major content update in 2+ years, and the Western servers are quieter than the Asian servers.

MapleStory

MapleStory is the best F2P 2D MMO on the market, but it's also the most pay-to-win. The 2D platformer combat is unique. The job system is the most complex in the genre. The community is huge in Asia. Population is 10-15k concurrent on the Western servers. The only real downside: Nexon has added more and more pay-to-convenience items, and the F2P experience is increasingly restricted.

F-Tier: Dead or pay-to-win gated

Dofus

Dofus is a turn-based tactical MMO, and it was the best in its niche in 2010. In 2026, it's running on fumes. The art style is iconic (Ankama's signature 2D). The combat is genuinely unique (turn-based tactical, not real-time). The F2P model is fine. Population is 2-3k concurrent. The only real downside: the game is in maintenance mode, and the community has mostly moved to Wakfu (also by Ankama, but not in this list because it's smaller).

The F2P MMOs I'm watching for 2027

  • Blue Protocol: Star Resonance (2025) —

Anime action-MMO, Japan-only for now but Amazon is rumored to be bringing it West in 2027.

  • Ashes of Creation — Steven Sharif's

node-based PvX MMO. Currently in alpha. Has the most ambitious design document in the genre.

  • The Quinfall — Turkey-developed

survival-MMO hybrid. Steam early access in 2026.

  • RF Online Next — The 2026 remake of

the 2006 classic. Korean-only for now.

The F2P MMOs I'd avoid in 2026

  • RF Online Next if you don't speak Korean
  • Cabal Online — bot-infested legacy servers
  • Everquest / Everquest 2 — 20+ years old,

better as a subscription game

  • Champions Online — Perfect World hasn't

done a major content update since 2021

FAQ

Is Throne and Liberty really free?

Yes. The base game is free. The optional paid battle pass ($10) gives you cosmetics and some convenience items. The endgame (gear upgrades) is fully accessible without paying. Population is healthy at 50-80k concurrent.

What's the best F2P MMO for a new player in 2026?

Throne and Liberty if you want action combat and PvP. Lost Ark if you want a Korean-style MMO with the best endgame. Old School RuneScape if you want a game you can play for 10 years. Guild Wars 2 if you want the best free-to-play base game with the friendliest community.

What's the best F2P MMO for PvP?

Throne and Liberty. The open-world Castle Siege and War of the Roses events are the best MMO PvP in 2026. Guild Wars 2 World vs World is still good (and more skill-based) if you want structured PvP.

What's the best F2P MMO for PvE?

Lost Ark. The 6-tier difficulty raids are the best PvE content in the F2P space. The hardest difficulty (Prokel) is harder than anything in FFXIV, WoW, or ESO. Path of Exile 2 is a close second for ARPG-PvE.

What's the best F2P MMO for casual play?

Guild Wars 2. The horizontal progression model means you can play 1 hour a week and never fall behind. The community is the friendliest in the genre. The base game is the most generous F2P package in any MMO.

What's the best F2P MMO for hardcore players?
