F2P shooters in 2026 are in a weird spot — the genre is healthier than it's been in a decade, but the gap between the top 3 and everything else has never been wider. Counter-Strike 2 is the king for the second year running, Marvel Rivals has established itself as the best Western hero shooter, and the F2P battle royale space is in a 3-way race between Apex, Warzone, and Battlefield REDSEC.
This list ranks 15 of them, from the genre-defining S-tier to the abandoned F-tier.
Methodology
I ranked these on five criteria, weighted equally:
- Population — Active concurrent players in
the last 30 days
- Live-service cadence — Patch frequency,
developer responsiveness
- F2P accessibility — Can a new player hit
endgame without paying?
- Combat feel — The moment-to-moment gameplay
- Skill ceiling — How deep does mastery go?
I deliberately excluded:
- Buy-to-play shooters (Counter-Strike 2 went
F2P in 2023, but I'm only including games that were F2P at launch)
- Subscription-based shooters (no current F2P
shooter uses a sub model)
- Beta games without a stable launch
S-Tier: Genre-defining
Counter-Strike 2
CS2 is the king of F2P shooters and probably the best esport ever made. The Source 2 upgrade fixed most of CS:GO's visual issues, the new sub-tick system is more responsive than 64-tick, and the free-to-play model gave Valve a 30% player count boost in the first month. The only real downside: the cheater problem is worse in 2026 (the free-to-play model made smurfing trivial), but Valve's VAC Live is catching 50%+ of cheaters before they hit match. 700k+ concurrent on Steam on weekends. Population is everything in CS2, and it's never been higher.
Valorant
Riot's tactical FPS is the most successful Counter-Strike competitor in 15 years. The agent system adds tactical depth CS doesn't have, the netcode is the best in the genre (128-tick servers for every match), and the ranked system is the most polished. The only real downside: the skin marketplace is so lucrative that Valorant streamers make more from skin content than gameplay. 15M+ monthly active users.
Marvel Rivals
Marvel Rivals is the best hero shooter in 2026. NetEase took the Overwatch 2 formula and fixed everything that was wrong with it: a generous F2P model, 35+ characters at launch (vs OW2's 35 over 4 years), destructible environments that change how every match plays, and the team-up system that forces real composition thinking. The Season 3.5 Blade update is the best mid-season patch of any hero shooter ever. 20M+ players in 6 months.
A-Tier: Excellent
Overwatch 2
OW2 has stabilized after the rocky 2022-2023 launch. The 5v5 format is better than 6v6, the Wuyang launch in August 2026 added the first new Support archetype in 2 years, and the Stadium refresh made the 3v3 arcade mode actually good. The reason it's not S-tier: Marvel Rivals exists, and it's better at everything OW2 used to be the best at. Population has been declining since Marvel Rivals' launch, but it's still 25M+ players.
Apex Legends
Apex is the third battle royale in the F2P space and the best movement-system BR ever made. The Titanfall DNA (sliding, wall-running, grappling) gives it the best movement in any BR. The ranked system is the most competitive in the genre. The reason it's not S-tier: the new-player experience is brutal (SBMM matches new accounts against pred-tier players), and the seasonal patches are getting thinner. 30k+ concurrent on weekends.
Call of Duty: Warzone
Warzone is the most popular battle royale in the world. The Verdansk return in 2026 was a nostalgia-driven home run, the new Resurgence Rebirth mode is the best small-map BR ever, and the buy-back mechanic is more forgiving than Apex's. The reason it's not S-tier: the microtransactions are aggressive (every operator pack is $20), and the cheating problem is comparable to CS2. 75M+ players.
B-Tier: Strong foundation
Fortnite
Fortnite is the most innovative shooter ever made. The Chapter 6 Season 4 launch in August 2026 added the new Lego-style building system, the live events are unmatched (Travis Scott drew 12M concurrent viewers), and the crossovers are iconic. The reason it's B-tier: the skill ceiling for ranked play is shallow (building is the only depth, and Epic keeps nerfing it), and the new Lego system is too casual. 80M+ monthly active users.
Battlefield REDSEC
Battlefield REDSEC is the most generous F2P battle royale on PC. 100-player GAUNTLET mode, full Battlefield gunplay, four free seasons of content, and a battle pass that never asks for a credit card. The reason it's B-tier: the map pool is still small (4 maps as of August 2026), and the EA app requirement is friction. 20k+ concurrent on Steam.
Destiny 2
Destiny 2 is the best looter-shooter ever made. The Final Shape expansion in 2025 was the best Destiny campaign in the series, the new Prismatic subclass is the most fun the game has ever been, and the seasonal content cadence is excellent. The reason it's B-tier: the new player experience is the worst in the genre (you need 100+ hours of content catch-up to reach the current endgame), and the monetization is brutal. 40k+ concurrent on Steam.
Warframe
Warframe is the most generous F2P game ever made. Every Warframe is earnable for free, every weapon is earnable for free, the story is the best in the genre (The New War, The Sacrifice, Whispers in the Walls), and the movement system is the best third-person shooter movement ever (bullet jumping, coptering, aim gliding). The reason it's B-tier: the new player experience is overwhelming (the game doesn't explain anything), and the grind at the top is brutal. 50k+ concurrent on Steam.
C-Tier: Solid but dated
War Thunder
War Thunder is the most realistic vehicular combat game ever made. The combined-arms mode (tanks + planes + ships in the same match) is unique, the plane modeling is the best in any game, and the tech tree is 200+ vehicles deep. The reason it's C-tier: the grind is Russian- style (100+ hours to reach tier V), and the naval mode is in maintenance mode. 80k+ concurrent on Steam.
PUBG: BATTLEGROUNDS
PUBG is the original battle royale. The map design is still the best in the genre (Erangel is iconic), the gunplay is realistic, and the competitive scene is the largest in Asia. The reason it's C-tier: the cheater problem is the worst in the genre, the optimization is poor (needs 16GB RAM to run smoothly), and the updates are infrequent. 100k+ concurrent on Steam.
Halo Infinite
Halo Infinite is the best console FPS ever made, ported to PC. The campaign is excellent, the multiplayer is the most polished Halo multiplayer ever, and the Forge mode is the most powerful level editor in any game. The reason it's C-tier: the F2P model is the most predatory in the genre (every armor core is $20), the population has been declining since 2023, and 343 Industries was dissolved in 2025. 5k+ concurrent on Steam.
D-Tier: Niche
Brawlhalla
Brawlhalla is the best free-to-play platform fighter. 50+ characters, crossplay with mobile and console, and a generous F2P model (every character is earnable for free with gold). The reason it's D-tier: it's a platform fighter, not a shooter. If you came here looking for a shooter, Brawlhalla is not what you want. 20k+ concurrent on Steam.
Crossout
Crossout is the best vehicular combat game after Death Rally. 100+ parts to build your vehicle, 6 vehicle classes, and a clan war mode that's the best in the genre. The reason it's D-tier: the new player experience is overwhelming (the build crafting is a second job), and the population is small (5k+ concurrent on Steam).
F-Tier: Skip
No F-tier this round. The F2P shooter space is healthy enough that even the worst entry is worth a try. If we expanded to 30 games, the bottom 5 (Realm Royale, CRSED, Splitgate, Darwin Project, etc.) would be F-tier.
The F2P shooters I'm watching for 2027
- Spectre Divide — Tactical FPS with
"Duality" system (two characters per player)
- XDefiant — Ubisoft's F2P hero shooter,
in maintenance mode
- Marvel Rivals Season 5 — expected Q1 2027
with Doom and Fantastic Four
- Counter-Strike 3 — Valve rumors suggest
a full Source 3 engine upgrade in 2027
- Valorant 2 — unlikely but rumored
FAQ
Is Counter-Strike 2 really free?
Yes. CS2 went free-to-play in 2023. Prime status ($15) gives you better matchmaking and exclusive drops, but the free tier has access to all the maps, all the modes, and most of the operations.
What's the best F2P shooter for a new player?
Valorant. The tutorial is the best in the genre, the agent system gives you a clear progression path, and the ranked system starts you in Iron (the lowest rank) so you're matched with other new players.
What's the best F2P hero shooter in 2026?
Marvel Rivals. The team-up system forces composition thinking, the 35+ characters give you a huge roster, and the F2P model is generous. Overwatch 2 is a close second.
What's the best F2P battle royale?
Apex Legends for movement, Warzone for population, Battlefield REDSEC for gunplay. The "best" depends on what you value.
What's the most generous F2P shooter?
Warframe. Every Warframe is earnable for free, every weapon is earnable for free, the premium currency is earnable for free (slowly), and the developer (Digital Extremes) has never sold power.
What's the most competitive F2P shooter?
Counter-Strike 2. The pro scene is the largest in esports, the ranked grind is the most competitive, and the skill ceiling is the highest.
